You could still visit Leh in October, but you'd have to fly there because the road is almost certain to be closed by then.  You might consider Sikkim.  I was there in October a few years ago and it was really nice, although the best time of year for views is supposed to be November or December.  North Sikkim is in the Himalayan foothills, so you definitely see mountains - including Kanchendzonga, the world's third highest!

Welcome to the tree elbazon.
You have chosen a very good time for your India trip. It is a very good time to visit northern part of India. In the hills you will have clear blue sky and wonderful mountain views and no rains. Use your first part of the trip in the mountains and descend to the plains later. The weather in Rajasthan will be pleasant enough so you may consider including places like Udaipur, Jodhpur, Jaisalmer.
You have not mentioned how long would you be in India, if you do so and include things you are interested in members here could suggest itinerary ideas.

I'll just chime in with Almora, Ranikhet and Kausai all of which offer views of Nanda Devi and have some wonderful countryside to explore.

Bageshwar and Jageshwar are great for a bit of spiritual culiure!

Are you flying into and out of Delhi?  What are some of the general things you're interested in?  History?  Architecture?  Culture and religion?  Natural scenery (sounds like that's on the list if you are interested in the Himalaya)?  We can give you better suggestions with some hints about your interests.

... How is Tamil Nadu during October?...

Tamil Nadu and Kerala are also excellent places to visit in October.

The rivers will be full, the waterfalls in full flow and the hills and plains will be covered in greenery.

Cool temperatures can be had in the Hills at Munnar, Ooty and Kodaikanal, and the beaches and backwaters are also well worth a visit.
