A helicopter service is being shortly launched in Kolkata – the cost would be 85,000 rupees per hour for a 7-seater helicopter and the service can be availed off by commoners apart from politicians for electioneering work. (The charge for a 15-seater one would be 1.40 lakhs rupees). The service has already obtained the permission of the Governmental authorities and is likely to commence from March-April 2008. A brainchild of a four enthusiastic NRIs who would be investing around 6000 crores of rupees in this venture, the helicopters would be parked in the Kolkata Airport. The service would be especially helpful for ferrying sick persons from one location to another apart from deputation in times of natural calamities.

Helicopter services are in bad shape unless they are being hired by MNC's.
For example, if we see heli services in UTTARAKHAND- although CHAR DHAM yatra is high profile as millions of tourists are coming every year but still- helisopter seems to have failed here.
Main reason is lack of proffessionalism. If all seats are not filed up OR there is any cancellation...it is tough that rest of the tourists will be flying.
Cancellations are also a big feature as companies do not care to provide full refund.

It will take lot of time for this kind of service to have success. On the other hand, if someone has planned to invest 6000 cr.- I am sure they might have done proper home work !
