Another question. A woman I know is here in India on a tourist visa. She is leaving in a few weeks and want to exchange approx. 40,000rs into euros or dollars before she leaves. She does not have proof of exchanging the money INTO rupees in the first place.
I've heard it's impossible to do this through official channels. However, I once went to a currency exchange place and asked if it was possible to exchange rupees for dollars, I wanted to have some US cash when I landed in the US, he said yes. I was going to get 500$ but instead decided to use my debit card once I landed in the US.

You can't legally change the money back to USD without showing the receipt!
You may find a friendly travel company that is prepared to sell you USD, but it not only illegal, but you would get a very poor exchange rate.

I was able to exchange my remaining rupees to euros at Mumbai airport before I left India. They did not ask any of the exchange recepts (which I still had). Only, it was not such a huge amount as 40,000 RPS. So, I would say; give it a try.. maybe go to several agencies with small amounts.
