Yes, you are correct.  
And get this...  it is .69cent/min  to make the call then there are other charges on top of that.  
Oh and if you use a calling card Verizion will still charge you air time!!!

I am going to find a dealer in Delhi and get a new phone and a prepaid card.   Then change the phone again when in Dharamshala.  I don't want to get the out of state charges.

So I think I have to buy a phone in Delhi with a SIM card and then change the card out in Dharamsala???

I'm discovering VOIP and I feel that is the direction we are headed. I called a couple of friends in India and a friend in Australia and a couple of them in Canada and all I incurred was less than US$ 1.00! A total of almost 50 minutes of talk time.

Last time in 2003, when leaving for India at Atlanta airport, I called my wife to say bye and  I am headed towards the gate and spent close to $5 doing that, purchasing a prepaid card and using it in the pay phones. Rip off. That won't be the case for long.

VOIP - Voice Over Internet Protocol.  Skype is popular. I am using Yahoo Messenger with Voice. You can even pay a monthly fee ($2.49 monthly with Yahoo) and get incoming calls. Needless to say, a computer and internet connection is needed!

Ok,  I didn't know skype was the VOIP.  I use that a lot.  Yes it make calls to India easy.

Unlocking the dedicated phones under contract have a rider .... some unlocked phones wont operate properly, i.e samsung 2200 of orange UK wont work here on all service providers esp Hutch, Sony Ericsson J300 again from Orange wont work with airtel ... so the list might nerrow down for those hoping to operate unlocked phones in India
