Word 'on the [techie] street' is that Skype, having been developed for speech, rather than being tacked on to a text chat etc system, does that best.
I've only used Skype, I can't compare. But for ease of installation, lack of interfering with other programs or screwing up windows, etc etc it is good (not saying anything else is bad...).
Skype gives free PC to PC, as has been mentioned, pre-paid calls to phones, and also SkypeIn, which is paying to have a telephone number ---several countries are available--- that people can call, paying the local/national rate for their call, and the call is routed to Skype on your PC. You can also have voice mailbox.
I pay GBP0.012 for calls to UK from India. Don't know, but that's probably the .19 euro cents equivalent. There may be cheaper, but just-about one penny per minute is not going to send me scurrying to check out the competition!
