I´ve heard about a bohemian side of town - Garhi - what is it and where is it?

What kind of artists and which quality?

Any hints are welcome.

This area is known for embroidery work. I don't know whether these artists are bohemian or not. The ISKCON temple is located here & don't miss the thali lunch at the temple cafetaria... certainly the best veg thali in the city. From here you can head towards the Lotus temple.
